If it is Black to move, then it's zugzwang. If it is White's turn, then the best move is 1.Qd5! Not 1.Qb3+ Ka1 2.Kc3?? Rc2+! 3.Kd3 Rd2+! 1.Qd2+ Kb1 2.Qe1+ hopes for Kb2 3.Qd1 zugzwang, but Black can avoid this with 2...Kc2 1...Kb1 2.Kb3 Rb2+ 3.Ka3 and the rest is straightforward
